ALL YOU history buffs can watch the Timeball tower came back to life from wherever you are. Heritage New Zealand and Hawkins Construction have put in a time lapse camera that captures the progress of the build every 10min from 6.30am to 5.30pm (see page 3). The tower rebuild will be finished in April but Nick Chin of Heritage NZ says it will become noticeable in the skyline in the next couple of weeks. Not such good news though with the opening of Sumner Rd delayed for at least another year (see page 1). Says the city council: “We know many people may be frustrated with the later opening date, but this project is about making an important roading link safe, resilient and fit for purpose.” Hard to argue with that. – Barry Clarke

News Camera captures Timeball repairs YOU DON’T need to leave the comfort of your living room to watch the rebuild of Lyttelton’s iconic Timeball Station. Heritage New Zealand and Hawkins Construction are sharing costs for a time lapse camera that captures progress of the build every 10min from 6.30am to 5.30pm. “We encourage people to view the time lapse camera and watch the rebuild in real time. The Nick Chin tower rebuild should begin to become quite noticeable on Lyttelton’s skyline in the next few weeks,” Heritage New Zealand general manager Nick Chin said. He said it will be a welcome reminder for locals of the familiar landmark that stood at the site since 1876 but has been missing since the February 22, 2011, earthquake. The Timeball Station will be finished by the end of April. An internal concrete shell which will house the automated timeball mechanism

TOILETS FIXED The toilets at Allandale Domain are operating again and the drinking fountain is set to be reconnected. The toilet block and fountain had been closed on and off because of issues with water supply from a shallow well and there was found to be minor contamination. The water to the drinking fountain will be treated with a new UV sterilisation system, which is being installed in the Allandale Hall. REPAIR CAFE Project Lyttelton is running a second round of its repair cafe. On November 5 you can take your sewing, darning, furniture, IT or any small appliances to the Lyttelton Recreation Centre where expert volunteers will fix them. REDCLIFFS PARKING It will soon be easier to park outside Redcliffs shops. The Linwood-Central-Heathcote Community Board is expected to approve 120min parking restrictions at its meeting tonight after a business owner raised concerns that customers were experiencing difficulties parking nearby. City council staff investigated and found the three spaces outside the shops were consistently occupied by the same vehicles for most of the day.

Many were doing great technical work around earthquake safety, but failing to communicate that to the public and to politicians, she said. “It’s all well and good to make spectacular science, but if you can’t communicate it, what’s the point,” she said. “Science is only half the job. It’s about taking that and using it to make a change in our little

corner of the world, and communicating it in a way that makes Parliament sit up and listen,” she said. She said many scientists shied away from engaging in politics, but she believed it was essential. “If the ultimate goal is a safer society, there’s a lot of politics in that,” she said. “A lot of science and engineering types wrinkle their noses at politics and say ‘oh, it’s so odious’. I say ‘yes, it’s all a game, and everyone lies, and there’s a lot of hypocrisy in it, that’s true. But you still have to play the game’.”

Dr Brower said the journal’s acceptance and revision process took more than a year and it would be a huge honour to finally see it in print. Telling her story and proving that “the little guy can make a change” had been very satisfying, she said. Although she still kept an eye on earthquake strengthening legislation, her main focus had returned to the environmental research she was focused on before the earthquakes, she said. Most of her current work was around things like management of freshwater and conservation land in Canterbury, she said. “If something has the potential to make the world a better place, I think it’s my job to share it,” she said. •Dr Brower’s story in her own words can be found online at www.star.kiwi where the full pre-print text of her paper has been published. Yacht club on board over park By Julia Evans THE MT Pleasant Yacht Club is happy to work with concerned parties to make Scott Park better for everyone. A new working group met last Wednesday to discuss issues of water and park access, safety and general landscaping. And yacht club immediate past commodore Tim Prickett said following the meeting, everyone was on the same page. “Essentially there were three thrusts to the meeting . . . accessibility of park, water and Darrell beautification,” he Latham said. Those at the meeting included Linwood-Central-Heathcote Community Board chairwoman Sally Buck and members Darrell Latham, Tim Lindley and Jake McLellan, as well as Mt Pleasant Residents’ Association co-ordinator Jules Lee, Paul Roperfee from the Christchurch Coastal Pathway Group, Dr Prickett and Duncan Cartwright commodore and rear commodore of the Mt Pleasant Yacht Club, Russell Mathieson, Allan Taylor from Canterbury Wind Sports

Dr Prickett said a majority of the issues could be dealt with simply by adding more signage. “Accessibility is largely to do with perception rather than reality, it just needs to be better signed,” he said. Although he did agree that the park was “pretty ugly.” Dr Prickett said there was currently a lack of city council funding available but in the next financial year more would become free. “But the sentiment was that we’re all going in the same direction,” he said. The working party was triggered after Coastal Pathway

Group chairman Scott Babington raised concerns about public access to the foreshore near the Ferrymead Bridge. As it stands there is no public access around the south side of the yacht club’s new boat shed as it is currently fenced off, he said. But Mr Babington could not attending the meeting as he is overseas. Dr Latham agreed and said overall the meeting had a positive tone. “From my perspective everybody understood the issues. Yes, there are concerns that we need to reach agreement on. However, we are closer together than apart on the matters of access

and landscaping raised during discussion,” Dr Latham said. He said the park is still in the early stages of development. “Going forward we have the opportunity to make Scott Park a wonderful area of recreation for water sport users and as a gateway experience for coastal pathway walkers or families wishing enjoy a picnic in the park near the water’s edge.” The community board is looking to develop a 10-year master plan for the park’s future. And Mr Banks is going back to the city council to discuss the landscaping problems with an urban planner to engage landscape architect to work with the Scott Park working party.

Stage two will consist of repairing damaged retaining walls and reinstating the road itself. The city council had originally planned on putting stage two out for tender, but Mr Adamson said to reduce the reopening time frame, and cost, it had awarded the contract to McConnell Dowell. “Having the same head contractor for both stages means that some of the first and second stage work can be done at the same time, therefore avoiding having to push the open date out further still. It also means the work can be done for less cost than having a new contractor come into the work for the later stage,” Mr Adamson wrote. The project is part of the $78 million Sumner Lyttelton Corridor Programme, which is made up of four projects. The others are at Wakefield Ave, Moa Bone Point and Shag Rock Reserve.

Caves were once party central THE SOUND of music from concerts, picnics and parties rang through Taylors Mistake at the turn of the century when caves were turned into mansions. Janet Abbott became fascinated by the history of the area and the cave mansions that were once tucked between Boulder Bay and Taylors Mistake. She has curated an exhibition of historic photographs of 18 cave baches and written a booklet about their history based on interviews Janet Abbott with people who once attended the parties in this unique community. “Not too many people know the full history of the area. We’ve uncovered quite a bit of new information,” Ms Abbott said. Friends of the owners would go to concert parties at the Theatre Royal, catch the last tram to Sumner and then walk over the hill in the dark to have a “hi de ho” at the bach, Ms Abbott said. The Lost Cave Baches exhibition will be held during Beca Heritage Week until October 23 at the Matuku Takotako Sumner Centre.

She said the baches were part of a very different way of life at that time. Many of them were just basic huts where fishermen could spend the night while catching

crayfish or fishing on the morning tide. “The abundant fishing and the hillsides heaving with rabbits provided food during the depression days. Families filled the baches. Children grew up fishing, boating and roaming the cliffs and caves.” However, three of them were grand Edwardian Cave baches, including the Pilgrim’s Rest, which was built by Alfred Os-

born (known as the Pilgrim, who built the original Pilgrim’s Way track), The Hermitage and Te Nui Ana. The baches were often made from timber from ships passing through the area. Before containers, ships secured their cargo with planks of wood, and once clear of the harbour they would throw this wood overboard creating “dunnage” that washed up along the coast. Concrete foundations remain from a few of the baches. The Pilgrim’s Rest had a camera obscura and the owner hosted picnic parties attended by women who would clamber down the rough track wearing ankle-length Edwardian dresses. The Hermitage was built in 1906 from timber salvaged from Fuller’s Old Theatre and the Main Exhibition building from the New Zealand International Exhibition which was held in Christchurch from 1906 to 1907. There was a bunk room for women and the cave was lit with kerosene lamps. Te Nui Ana, built in 1903, had three rooms, including a women’s bedroom, a men’s bunkroom and a staircase. The décor featured a chandelier and a grand piano.

News Playground makeover planned SCARBOROUGH PARK will get a makeover. Play equipment at the park is nearing the end of its life so a project team from the city council has been gathering ideas from the community about options for replacing it. A ‘mouse wheel’ is one of the new pieces of play equipment. They have put those ideas together into a draft concept plan, which they now want to get public feedback on. “We’ve already met with a small group of students from Our Lady of the Sea School to check that we are on the right track but now we want to hear what other people think of the plan we’ve come up with,’’ city council acting head of parks Brent Smith said. Included in the plan is provision for a mouse wheel, which would be the first in a city council park, an eagles lair climbing net, a dancing snake rope swing, a climbing tower with slides, a triple swing set, a rocking horse, spring toys, a carousel and nature play items. The concept plan also provides for a new 1.2m wide sealed scooter path, more picnic tables and rubberised safety surfacing to make the playground more accessible.

If it is raining heavily on that day, the drop-in session will be held on November 4 instead. People can also find more information about the planned playground upgrade and give their feedback through on the

city council website. The consultation period closes on November 13. Once the feedback has been considered and the concept plan finalised, it will be presented to the Linwood-Central-Heathcote Community Board for consideration. “We’re hoping to be able to start work on the upgrade in autumn next year and to have all the new play equipment installed by the spring,’’ Mr Smith said.

Ferrymead park new home to craft group ANCIENT greenwood-working skills meet historic local timber at Rekindle’s new home in the Ferrymead Heritage Park. The park is a natural setting for the traditional craft workshops they are offering. Rekindle, a Christchurchbased social enterprise, is dedicated to sharing creative skills which have an impact on waste and resourcefulness. It is happy to be settled in at Ferrymead, which is the base for their latest initiative, Resourceful Ōtautahi. Its programme focuses on encouraging the use of resourceful skills and undervalued local materials – from cabbage tree fronds to

timber that was destined for the woodchipper. “Being able to make what we need from what we have is something we all need to feel confident in,” Rekindle’s founder Juliet Arnott said. She said the workshop is “a place people can go to learn and practice craft skills that are traditional yet still highly relevant today because they make the most of available local resources.” She’s particularly excited to be at Ferrymead Heritage Park as she sees a strong alignment between Rekindle’s aims and the park’s commitment to celebrating local heritage and its social impacts. Ms Arnott hopes the park will become increasingly vital for local

SOON VISITORS will be able to spend a night under the stars at Quail Island. The Department of Conservation is currently working to “improve the visitor experience” for people going to the island. It includes plans to install a waharoa entrance to welcome those arriving at the public wharf and

upgrade signage on the island. DOC staff are currently turning one of the cottages on the island into a DOC hut, which will be able to be booked as overnight accommodation. Christchurch operations manager Andy Thompson said the caretakers cottage would be turned into a hut, which would provide either nine or 12 beds. The interpretation centre, which was in the

cottage, would be moved to the barracks building. He said the hut building would be ready for use in summer, when people could book a bed. DOC is also considering how it can put a small campground on the grass by the beach. Due to the complete fire ban this would require the building of a couple of small whare kais with a sink and a gas barbecue.

The event on Saturday included a tour of the Tamaki Heritage site, a walk through Ferrymead Heritage Village and a ride on the tram. It has been proposed that the area, once home to the failed Christchurch Maori Village, should be turned into a dog park. City councillor Yani Johanson and the LinwoodCentral-Heathcote Community Board have asked city council staff to prepare a report on whether the site could be used as a dog exercise area.

That report is expected to go back to the board before Christmas. Cr Johanson said the site would be suited to a dog park. “There is a shortage of dog exercise areas in the

News Lyttelton gets 21 Day Challenge IT TAKES 21 days to make or break a habit. This spring, Project Lyttelton is inviting people to make a small change in their lives through food, environment, waste or well-being. Taking a walk in nature every day, practicing Te Reo, eating only locally grown food, using a reusable coffee cup – these are some of the challenges being taken up by people in Lyttelton harbour for the 21 Day Challenge, which starts on October 30. Pupils from Lyttelton Primary School will be taking up their own challenges and involving family members to learn about and practice ways of looking after themselves and our environment. Jill Larking, Lyttelton Harbour TimeBank co-ordinator, has been working with the students to identify their tradable skills. Plan to preserve Takapūneke By Bridget Rutherford A DRAFT plan has been developed for a sacred Banks Peninsula reserve’s future so it can have its classification upgraded to the same status as the Waitangi Treaty Grounds. Takapūneke Reserve sits between Akaroa and the settlement of Ōnuku. It is a site of immense cultural and spiritual significance to Ngāi Tahu and Ōnuku Runanga. In a bid to have the reserve classed as a national reserve, like that of Waitangi, the city council has to adopt a management plan. It has developed a draft with Ōnuku Runanga. The plan involves a number of changes to the reserve, which is made up of three parts: Park of Silence, Park of Reflection and Park of Healing. The draft plan proposes to provide a transparent covering over the exposed face of the hangi pit on Beach Rd. Public information and interpretation materials would be developed with Ōnuku Runanga and Akaroa Civic Trust to reflect tangata whenua and European heritage. Pou would be installed in the reserve on the corner of Ōnuku

Under the plan, public access would be restricted to the Park of Silence on the western side of the reserve unless granted permission by Ōnuku Runanga. It would be fenced off, and a kohatu rock would be installed as a sacred memorial. All animals would be banned from the reserve, apart from sheep for grazing. Camping,

food and bicycles would also be prohibited. The draft plan aims to build a car park on the capped city council landfill site off Ōnuku Rd. A parking and turning area would also be developed along Beach Rd next to the Akaroa Sewage Treatment Plant. As part of that, Beach Rd would be upgraded to accommodate visitor buses and vehicles. A path network would be constructed within the reserve, the majority of which would be easily accessible, while the Immi-

gration Barracks building could be used for education purposes, with the ability to add toilet facilities. Under the draft, if the opportunity arose, the existing power and telephone lines and water reticulation would be redirected to outside the reserve. This could be done via the road network. In the early 19th century, Takapūneke was an important centre for trade between Ngai Tahu and European settlers. In 1830, a bloody massacre took place there, resulting in the site becoming tapu, or sacred. In 2002, the New Zealand Historic Places Trust registered Takapūneke as wāhi tapu (a place of outstanding historical or cultural heritage value). Seven years later it was classified as a historic reserve under the Reserves Act 1977. The city council wants feedback on the draft plan, with consultation closing on December 15. It would then go to a hearings panel, with a final decision expected in April. Drop-in sessions will be held on October 31 from 5-6.30pm in the civic offices, Hereford St, and November 4 from 11am-2.30pm at the Akaroa Sports Complex Centre, Rue Lavaud.

New Sumner paceman takes Gapper scores top early wickets in opening win women’s sevens title By Gordon Findlater IT ONLY took Sumner’s new pace bowler four deliveries to make an impact as they defeated New Brighton by five wickets in their first one-day match of the season. Former Lancaster Park club premier bowler Paddy Sullivan began his tenure with Sumner in style by taking 3/20 in nine overs, including a wicket with his fourth delivery. Sullivan was lured to Sumner by captain Johnny Beveridge who played with him in the New Zealand police team. The two officers had pivotal roles in Sumner’s victory on Saturday. Sumner won the toss and elected to bowl on the artificial pitch at South Brighton Domain. The match was originally due to be played at St Leonards Square. However, heavy rain left the wicket unplayable. After the fourth ball heroics, Sumner struck again quickly with a run out by Jonny Percasky before Sullivan claimed his second wicket in the eighth over to have New Brighton scrambling at 14/3. A couple of partnerships then formed mainly around New Brighton skipper Matt Fielding (76) and David Cattermole (33). Dan Vann and Marcus Thompson both bowled tidy

Gapper also has a high work rate, aptitude on defence and the ability to beat defenders one-onone. As captain, Gapper led the Canterbury women’s sevens team to the South Island regional title, as well as the national tournament. She always features prominently whenever she wears the red and black jersey.

Takapu-neke Reserve, near Akaroa, is a site of immense cultural significance to Nga-i Tahu and, in particular, to local iwi Onuku Ru-nanga. Up until the arrival of Europeans to New Zealand in the early 19th century, Takapu-neke was a major trading village. In 1830, a significant event involving the massacre of many Nga-i Tahu people resulted in the reserve becoming tapu (sacred). The reserve was registered as Wa-hi Tapu (place of outstanding historical or cultural heritage value) in 2002 by the New Zealand Historic Places Trust, and in 2009, Takapu-neke was classified as a Historic Reserve under the Reserves Act 1977. In 2012, the Council adopted the Takapu-neke Conservation Report. Information leaflets and feedback forms are available from all Council libraries and service centres, the Civic Offices at 53 Hereford Street, Christchurch, or online via the Council’s website: www.ccc.govt.nz/HaveYourSay Written objections to or suggestions on the draft reserve management plan can be made to the Council from Wednesday, 11 October 2017 until 5pm on Friday, 15 December 2017.
